SCons can now run most of the tests in the test_problems directory
Does not yet handle tests with multiple outputs or tests requiring
additional command line arguments.

Added a new test that pretty much mimics the frac python test.
It does add tests for the calculation of equilibrium constants
for fractional coefficient reactions.
