d3c09984d0 Fixed some preprocessor directives for MinGW 
The purpose of these changes is to make the distinction between
compiling under Windows (in which case _WIN32 is defined) and
compiling with the Microsoft compiler (in which case _MSC_VER is
defined). These changes are from the patch submitted by David
Fronczek.

b88846e5e0 Fixed C++ tests that were failing under Windows 
Visual Studio defaults to 3-digit exponents when printing in scientific
notation. The tests now use a MSVC-specific function to change this
behavior when necessary.

8b699082c8 Removed cantera/kernel from include path 
The "cantera/kernel" directory is now part of the include path only
when building the Cantera kernel. All other modules include files in
this directory as "kernel/header.h".

This fixes a problem distinguishing between kernel/Kinetics.h and
kinetics.h on Windows.

4b114f020e Add stage_dir config option 
This option stages "installed" files in a local directory which can
then be used to generate installation packages while $prefix still
references the final installed location.

79b7686e63 More robust installation of the Python package with SCons 
SCons now checks for an array package (numpy by default) and builds
the full Python module if it finds it, otherwise it builds the minimal
package.

59083268fd Simplified Matlab startup procedure 
Users can now either source 'setup_cantera' before starting Matlab or
run the ctpath.m script after starting Matlab to set the environment
variables and paths needed by Cantera.

24d179c6c5 Changed the name of getdlnActCoeff to getdlnActCoeffds 
and fixed up the documentation so that it accurately represents what the 
function does.
Changed the doxygen configuration file. More to come on this.

263aeb6b35 Added a new way to specify the kinetics reaction rate coefficient 
when dealing with electron transfer surface reactions.
This way specifies an exchange current density reaction rate coefficient
in units of amps / m2.  This is slightly more informative for 
electrode reactions. 

The new also preserves the correct treatment of activity coefficients
for these reactions. 

A memo describing this new capability is in the works.
